Panama Canal: Green Vessel Classification System The American Club 2023-04-11 10:50


As of May 1, 2023, vessels over 125 feet (38.1 meters) in length intending to transit the Panama Canal will be required to submit the following information to the Panama Canal Authority:
 
1. The International Energy Efficiency Certificate (IEEC) and its supplemental Record of Construction issued by the vessel’s classification society relating to vessel’s energy efficiency that indicates the value for the attained and acquired Energy Efficiency Design Index (EEDI) or the attained and required Energy Efficiency Existing Ship Index as may apply to the vessel under MARPOL Annex VI regulations. This information is to be provided through the Panama’s Maritime Singe Window Application, VUMPA, and will be verified by the Authority’s Boarding Officer.
 
2. The ratio of the bow thruster horsepower/arrival displacement of the vessel. The use of vessels’ bow thrusters to manoeuvre in the Canal’s locks are projected to reduce the use of and emissions from tugs to assist vessels and thus this information is requested by the Authority. The information is to be submitted prior to the vessel’s first transit and operational status is to be confirmed for every transit thereafter. The information is to be verified by the Authority’s Boarding Officer.
 
3. Vessels must submit the bunker delivery note (BDN) of the fuel to be consumed during transit. This information is also to be submitted through VUMPA and to be verified by the Authority’s Boarding Officer.
