Hainan MSA's New Measure Aiming at Ship Pollution
 
Recently, Hainan Maritime Safety Administration of the P.R.C (here in after referred to as Hainan MSA) issued "Notice on Implementation Plan of Ship Pollution Control" (hereinafter referred to as "Notice"). 
 

 
Ship pollution control is vital in environmental protection. The Notice requires that all ships should use low-sulfur fuel on their oil burning equipment when they berth in main port areas of Hainan since December 1, 2017. Meanwhile, the Notice calls for strengthening the on-site inspection of ships arriving at the port and conduct forewarning education, rectification, detention or administrative penalties for ships that violate the standards according to laws and regulations.
 
It’s worth mentioning that the Notice calls for summing up the duplicate form system experience that Haikou and Sanya has implemented in the process of ship pollutants’ receiving, transport and disposal. So as to promote the establishment and implementation of the system with other major ports of reception in the coastal areas of Hainan.
 
 In 2018, the system referred above will be fully implemented at all major ports of Hainan coastal areas so as to realize the closed-loop management of the ship pollutants ' receipt, transfer and disposal and to prevent secondary pollution and other problems.
