Practicability to Arrange Condition Surveys for Vessels at Chinese Ports

It was frequently asked by Clubs/Members about the general practicability of condition surveys in China. Please refer to the question and our answer as below.

QUESTION

With the impact of Omicron variant, the situations in many places have become unstable. We are assessing the practicability to arrange condition surveys for vessels at Mainland and HK ports. I wonder if you could provide us some information on the restrictions for vessels engaged in international voyages and domestic voyages respectively.

ANSWER
 
Upon checking with our local offices, we understand that condition surveys are yet to be allowed by the local authorities in most of the Chinese ports like Dalian Area including Dalian Port, Jinzhou Port, etc. Nevertheless, there are several ports/shipyards where condition surveys could possibly be arranged, which are listed as below:
 
Tianjin Port
Covered by Huatai Tianjin Office
 
Requirements for embarkation:
 
1. Report to the authority for record in advance. 
2. No access to accommodations. After disembarkation, the surveyor will be put in quarantine for 14 days.
 
Due to the recent outbreak of Omicron in Tianjin, restrictions measures might be tightened. We are now watching very closely at this matter.
 
Ports and Shipyards in Shandong Province
Covered by Qingdao office
 
Embarkation is allowed in most of the shipyards in Shandong Province and no quarantine requirements after disembarkation. In most ports, the surveyors could apply for embarkation one day before. After disembarkation, 7/14 day quarantine is needed. The expenses are higher than usual which we summarize as follows for kind reference.
 
Hotel expense: 500 RMB yuan per day
Food: 150 RMB yuan per day
Survey fee: 200-400 dollars per day
Nucleic acid test fee: 150 RMB yuan (two tests included)
 
Shipyards in Jiangsu, Zhejiang and Shanghai & Shanghai, Taicang, Jiangyin, Zhangjiagang, Nanjing, JingJiang ports
Covered by Shanghai Office
 
Embarkation is not allowed in most ports and shipyards along Yangzi River except the above ports and shipyards. For attendance in the above ports, the surveyor will be put in quarantine for 14/21 days after disembarkation. No quarantine requirements for surveyors after disembarkation in shipyards.
 
Shipyards in Zhoushan Areas
Covered by Ningbo Office
 
Embarkation is allowed in most of the shipyards in Zhoushan areas and no requirements for quarantine after disembarkation. However, in most of the ports embarkation is not allowed.
 
Fujian Huadong Shipyard & Fujian Xin Yuan Shipyard
Covered by Xiamen Office
 
No quarantine requirements.
 
Shenzhen Yiulian Shipyard
Covered by Huatai Guangzhou Office
 
No quarantine requirements. 
 
Considering the recent sporadic outbreak of Omicron in China, the restrictions are prone to change from time to time. In view of the above, a specific inquiry is strongly suggested before making any condition survey plan.
