China's shipping industry opposes EU ETS


On November 23, "International Shipping and EU ETS Seminar" jointly organized by the China Shipowners' Association, the China Association of the National Shipbuilding Industry, and BIMCO was successfully held in Beijing.

The meeting was presided over by Zhuang Wei, general manager of BIMCO Asia. Lars Robert Pedersen, deputy secretary general of BIMCO, delivered a welcome speech via video. It is hoped that the participants will have a deep understanding of the far-reaching impact EU ETS may have on shipping.

The purpose of this meeting is to study and discuss the EU's efforts to accelerate the process of decarbonization of the shipping industry, and to take unilateral actions to implement the green agreement, including bringing the shipping industry into the Emissions Trading Scheme (ETS) from 2022. It is decided to build a consensus on the legislative plan to impose a carbon tax on ships of 5000GT and above entering and leaving EU waters, and put forward the attitude and proposition of the Chinese shipping industry.

Taking all parties into account, the meeting initially reached several consensus:

1.For the shipping industry, based on the characteristics of international shipping, IMO should be adopted as the negotiation platform for all parties to formulate greenhouse gas emission reduction measures to be implemented uniformly worldwide.
 
2.Carefully consider the necessity of unilateral implementation of EU ETS through the region and the negative impact it brings.
 
3.Call on all parties in the industry to pay attention to industry trends, actively participate, respond to calls, and make impact assessments and preparations in advance.
 
4.The realization of the global greenhouse gas emission reduction target requires the use of technical means, operation management and market mechanisms to work together.

5.Continue to strengthen multi-channel communication and feedback between social groups and relevant parties in the EU.
 
6.Actively communicate with the competent government departments to participate and give advice and guidance. It is suggested that EU ETS should be included in bilateral trade negotiations between China and EU.

The seminar was highly effective with the joint efforts of the tripartite associations. The meeting initially defined the overall direction of the industry in response to EU ETS, and made efforts and responsibilities of China's maritime industry in the process of realizing global decarbonization and emission reduction.
