简述阿根廷(ARGENTINA)港口NECOCHEA注意事项

我轮2025年的第二个航次任务是去阿根廷的港口NECOCHEA(内科切阿)装载大麦到秘鲁和厄瓜多尔卸载。NECOCHEA港是‌阿根廷东部重要谷物出口港,位于‌奎坤河口。此港口外没有官方指定锚地,根据代理信息和PORT CONTROL要求锚地信息如下:

1. Dear Master, 

Good day. 

Regarding your inquiry, please note that the designated anchorage area for Port of Necochea/Quequén is located outside the breakwater, in the outer roads, as per standard port practice.Unfortunately, there is no officially charted specific anchorage point, and vessels usually anchor as instructed by the Coast Guard (PNA) and Port Control upon arrival, depending on traffic and weather conditions. 

Upon approach, you will be advised by Necochea Traffic / PNA of the precise position to drop anchor.

2. Dear Master, 

Good day. 

Please be informed that the port is currently closed due to strong winds and high waves. In these conditions, anchoring upon arrival is not recommended. 

Kindly note the limits of Quequén/Necochea open roadstead:

North: imaginary line running parallel to the coast, 5 miles off

South: parallel 38°46'S

West: meridian 58°51'W

East: meridian 58°21'W 

Upon arrival at Roads, you must report to Quequén Port Control “L5B (Lima Five Bravo)” via VHF Channel 12. 

Local Agents Sea Lion remain available on VHF Channel 77. 

If weather conditions improve and anchoring becomes possible, please maintain a minimum distance of 5–6 nautical miles to the south/southeast of the south breakwater.

请各位船长注意该港口外水域海底有不明废弃物,抛锚的时候请远离。另外该水域抛锚有的位置容易走锚。我轮第一次抛锚的时候锚没抓住走锚了,无奈又重新起锚另抛。在起锚的时候发现锚头上挂着一段废旧钢丝,建议选择锚位的时候远离海图上的标识区:“#” +Obstruction-foul area of seabed for navigation but not for anchoring。

由于该港口坐落奎坤河入海口,毗邻大西洋西南侧航道,其港外水域涌浪相对较大,抛锚时请利用良好船艺小心谨慎,建议值守锚泊班的时候主机处于随时可用状态以确保船舶安全。在锚地等待了4天的时间后我轮接到代理通知进港:

Dear Master ,

Good day.

Kindly note the following pilot boarding instructions:

At 1300 LT, vessel must be positioned 3 nautical miles off the South Breakwater in order to embark pilot.

Pilot ladder to be arranged port side, 2 meters above water level.

Pilot will establish contact via VHF Channel 77.

Please confirm safe receipt and advise if any assistance is required.

起锚航行到距离防波堤3海里的位置等待引航员,引航员登轮后会与船长沟通靠泊相关信息。该港口要求船舶在进入防波堤的空闲水域时调头倒车进港靠泊,所以船上车、舵等设备一定要确保处于良好状态且船头、船尾的相关人员需要紧密配合引水和船长的指令。幸运的是靠泊期间有带缆艇方便船上缆绳送至岸上系缆桩。

船舶靠泊后先是检疫人员上船消杀,也只是走走过场。然后代理、检疫官员和移民局官员上船办理进港手续,海关手续由代理代为递交所以海关官员未登轮。办理手续时适当的给予他们一些礼品可以最大程度的减少不必要的麻烦。

众所周知去阿根廷装载粮食验舱是最严格的。其实去过的人都知道,不论船上备舱工作做的多么认真,在验舱的时候还是会被验舱人员找出各种借口拒绝通过货舱检验,其真实目的就是为了索要验舱小费。代理在邮件中会专门提到验舱要求:

General Information:

     Inspection Process:All vessels loading grains are inspected at anchorage upon arrival by private surveyors. They require holds to meet a strict "grain clean" standard. Government surveyors (SENASA) typically attend once the vessel is alongside, prior to loading. 

Our Role:We will assist as best as possible during the inspection to help avoid language barriers and ensure clear communication. Prompt, proactive responses during inspections can make a significant difference. It is highly recommended to have a crew team ready, equipped with standard cleaning tools, and one VHF radio per team to promptly address any minor cleaning suggestions from surveyors. A proactive and cooperative crew often leaves a positive impression, which can favorably influence the surveyors’ assessment.

Key Recommendations for Hold Preparation: 

1. Holds in general: Must be clean, dry, odorless, and free from rust, scales, previous cargo remains, or insect traces. Pay special attention to corners, behind frames, and pipes to ensure no residues remain.2. Frames: Inspectors will perform glove tests on both visible and especially hidden surfaces and behind frames. Clean all angles thoroughly to avoid rejection. 3. Ventilation Ducts: Surveyors inspect ducts meticulously, including hidden corners. Ensure they are spotless and odor- free. If they can phisically get inside the duct, they will to perfom all kind of test. 4. Bulkheads and Floor: Wash thoroughly to remove stains, dust, and discoloration. Ensure no residue transfers when touched. 5. Hatch Covers: All reachable areas, including hatch coamings and pontoon undersides, must be dust-free and free of flaky paint or rust. Since this is the first area inspected, passing the glove test here will make a strong first impression. 6. Tank Tops: Dry naturally with mops, ensuring no stagnant water or black stains remain. 7. Bilge Areas: Inspect for residues or insects, especially weevils or traces of grain. 8. Paintwork: Do not paint over rust or flaky paint; cover-ups are easily detected and will lead to rejection. 9. Access Ladders and Stairs: All access ladders to reach the tank tops will be checked. While going inside or downstairs, surveyors will perform glove tests, looking for flaky paint, rust, or any residues.

Consequences of Rejection:

Re-inspections are costly, conducted via motor launch, and time-intensive. Common causes of rejection include organic residues on deck, in inaccessible areas, or minor oversights in cleaning.

Common Causes of Rejection and Failures:

● Superficial saltwater washes.

● Omission of chemical cleaning.

● Inadequate scraping of bulkheads or frames.

● Residues or organic matter in hard-to-reach areas.

● Presence of weevils or pests.

Note on SENASA Regulations:

Under Resolution 693E/2017, SENASA supervises private inspections. Rejections can be     challenged through SENASA, whose decision is final and binding.

By addressing these points and ensuring meticulous cleaning, we can minimize risks of inspection failure and delays. Please feel free to contact us for further guidance.

不管验舱人员是什么做法,我们船上人员要严格按照备粮舱要求进行备舱工作。我轮在进行验舱工作的时候,验舱人员提出舱底板有黄色的表面锈迹拒绝通过货舱检验。我们也据理力争,现场改正他们提出的不足,但是验舱人员坚持己见。在交谈的过程中,验舱人员提出可以支付验舱小费(3000USD)通过验舱,但是不能让租家知道且只能报告船东,如果租家知道验舱小费的事情那么本次验舱结果就是不通过。在经过长时间的谈判后,总算是顺利验舱通过。(支付少量费用)
