China MSA announced the implementation plan of 2020 global sulphur cap


IMO Maritime Environmental Protection Committee at its 70th session decided to implement the 0.5% Global Sulphur Cap, and amendments, guidelines and circulars to The International Convention for the Prevention of Pollution From Ships were issued. In order to effectively implement the IMO’s 2020 global sulphur cap, China MSA issued the announcement on the implementation plan of 2020 global sulphur cap . All relevant companies, vessels and personnel are requested to comply.

Requirment of alternative measures for ships using and bunkering fuel oil
The global standard of 0.5% m/m sulfur content in ship fuel will come into effect on January 1, 2020. At present, there are three ways for ships to meet this standard:
Bunkering and usage of low sulphur oil
After-treatment device of exhaust gas  (waste gas cleaning system)
Use clean or new energy as alternative

Requirements for information submission on the use and carrying of fuel oil by ships
From January 1st , 2020, ships using or bunkering unqualified fuel oil due to its inaccessibility to qualified fuel oil need to submit the Report on the Inaccessibility of Qualified Fuel Oil to the competent authority of the destination port.
 
Disposal requirements for ships bunkering unqualified fuel oil
•      From March 1, 2020, if ships engaged in international voyages illegally bunker unqualified fuel oil in the waters under our jurisdiction, it should unload the unqualified fuel oil,or with the consent of the competent maritime administration,it may keep the unqualified fuel oil on board by providing a written guarantee that it will not use unqualified fuel oil in the waters under our jurisdiction.
•      If ships engaged in international voyages unload unqualified fuel oil, it shall report to the maritime administration at the place of operation and implement safety and pollution prevention measures.
 
Record of fuel oil suppliers
•      Ship bonded fuel oil suppliers shall submit informantion on their supply capacity of qualified oil and contact to the China MSA before November 30, 2019. The information provided shall be updated in a timely manner.
•      The oil suppliers shall submit their records of oil supply operation to the competent maritime administration.The bonded fuel supplier intending to operate in inland rivers shall report to the the competent maritime administration.
