China ECAs ban open loop scrubbers

Recently, China Ministry of Transport (MOT) issued a document of the  "Notice on Regulating the Implementation of Supervision and Management of Ship Air Pollutant Emission Control Areas". And it clearly bans discharging washing water from open loop scrubbers  in China ECAs and coastal waters.
