Hainan to boost green development with new offshore wind power project

The construction of a new offshore wind power project is underway in south China’s Hainan province, as local officials hope to raise the proportion of installed clean energy capacity to 85 percent by 2025.

A ceremony marking the start of construction was held Friday in Yangpu, located on the northwestern coast of the island.

The Offshore Wind Power Industrial Park project includes the investment and development of high-end industries such as offshore wind power, hydrogen energy and marine pastures. It aims to build an entire offshore wind power industry chain, and further develop its business to Southeast Asia and the rest of the world.

With a total investment of 4.8 billion yuan (over 738 million US dollars) on an area of 70 hectares, the first wind turbine of the project is expected to roll off the production line in June 2023, and the project is set to be put into operation in June 2024.

"The project is expected to create more than 3,000 jobs for local residents. Our company will also launch offshore wind power supporting projects with a total investment of over 18 billion yuan," said Zhang Xinyu, deputy director of the offshore wind preparatory department under the Datang Hainan Energy Development Co. Ltd.

Meanwhile, the company will construct offshore wind power projects in the northwest sea area of Danzhou city, where the Yangpu industrial park is also located.

These projects will help save 1.1 million tons of standard coal, reduce the emission of 2.87 million tons of carbon dioxide, 23,000 tons of sulphur dioxide and 13,000 tons of nitrogen oxide every year.

Moreover, Datang plans to invest about 4.2 billion yuan (around 646 million dollars) in boosting the development of industries concerning the green economy, by supporting the development of the offshore wind power industry clusters.

The implementation of the enterprise's projects, with a total investment of 27 billion yuan (around 4.2 billion dollars), is expected to attract other investment in upstream and downstream industrial chains and supporting projects.

"In the future, we plan to invest another 30 billion yuan in energy development. In addition to gas power, we also aim to promote the development of offshore wind power and photovoltaic power, as well as hydrogen energy and smart comprehensive energy, which is a new growth pillar for future development," said company chairman Jia Bingjun.

Hainan has achieved the full consumption of new energy power, higher than the national average level, leading the country in energy transformation.

In 2021, the island province's installed capacity accounted for 70 percent of clean energy, while annual power generation accounted for 55 percent.

In the first quarter of this year, Hainan consumed 3.88 billion kilowatt-hours of clean energy, accounting for 47.2 percent of the total regulated power generation, saving about 1.2 million tons of standard coal and reducing carbon dioxide emissions by about 3.1 million tons.
