ICS appoints Edward Liu as principal representative of China Liaison office


The International Chamber of Shipping yesterday announced the appointment of Edward Liu, counsel and legal director at Hill Dickinson in Hong Kong as the principle representative of the ICS (China) Liaison Office. The representative office will be located at the premises of the Hong Kong Shipowners Association, when the China liaison office is inaugurated on 21 November 2019; however, Mr Liu will also continue as an active member of the Hill Dickinson maritime services team.
 
As senior principal representative working closely with the secretary general and his senior leadership team, Mr Liu will be based in Hong Kong  but travel frequently throughout China to act as the ICS focal point for building links with government organisations and industry bodies, promoting the profile of the ICS and representing ICS positions in China.
 
Commenting on his appointment Mr Liu said: ‘It is a privilege and an honour to be appointed to the ICS (China) Liaison Office as principal representative.  After about 100 years of being the premier shipping organisation in the world, the ICS continues to go from strength to strength by establishing its first overseas office in Hong Kong since its establishment in 1921.  Together with the support from ICS headquarters, the HKSOA and Hill Dickinson, I look forward to helping steer the ICS to future success in China.’
 
‘Edward will be a fantastic asset for the ICS,’ commented Damian Laracy, managing partner of Hill Dickinson’s Hong Kong office. ‘I have worked closely with Edward. He is a diligent and tenacious lawyer and has the perfect profile for the role, significant international shipping experience and strong diplomacy skills. I am sure that he will be greatly appreciated by his colleagues within ICS and more generally by the international community in China.’
 
Damien Laracy emphasised that ‘for the avoidance of any confusion, this new role is an adjunct to Edward’s ongoing role in our Hong Kong office as a valuable member of our disputes practice.’
 
A Hong Kong-based legal director at Hill Dickinson, Mr Liu is a solicitor qualified in England & Wales and a lawyer qualified in P.R. China. He has extensive experience in advising on maritime and commercial matters, covering both contentious and non-contentious issues.
 
Mr Liu has achieved broad and consistent recognition in the industry for many years. In December 2018, Edward was named in the list of ‘Top 100 Most Influential People in Chinese Shipping industry’. In December 2017, he was listed by Lloyd’s List as one of the ‘Top 5 Next Generation in Shipping’ and recommended as ‘a leading heavyweight lawyer of the future in the making [who] symbolises a new generation of Asian lawyers’. In 2016 and 2017, he was shortlisted twice for ‘The Next Generation Award’, one of the Lloyd’s List Asia & Pacific Awards.
 
In March 2015, he was honoured to be one of  ‘The Outstanding New Hong Kong Young Persons’. He is a co-opted member of the Hong Kong Maritime and Port Board, a member of the Aviation Development and Three-Runway System Advisory Committee, a member of the Henan Committee of Chinese People’s Political Consultative Conference and a vice president of the Hong Kong and Mainland Legal Profession Association.
